City Services - Water utilities, Trash pickup, Sewer, Parks/Recreation.
City bills can be paid by placing payments in the drop box located in front of City Hall, by ACH (setup required) or mailed to P.O. Box 108, Andover, IA 52701.
To set up ACH for your monthly utility payments, you can download the ACH form from this site or email the Clerks office if you're interested. *No cash accepted in person or in the drop box.

Welcome 2026! Andover started the wastewater project, construction began in November and they will work throughout the winter as weather allows. We received a $500,000 grant through WTFAP which has helped our city move forward with the project. We put division 2 of the project out for bid, the city was successful in securing additional funds to complete the wastewater project as originally planned.
We received a $25,000 grant from the county for road improvement. We are working on plans to improve the condition of Washington Street and to make repairs throughout the city where needed.
Our city park received grant funds from the CCDA and purchased new playground equipment, painted the picnic tables and are in the process of replacing the backstop (weather permitting), the ball field will have a fresh new look and be ready to go come spring!
