Who We Are
Andover was platted in 1886 and later incorporated as a city in 1910. We're a rural farm community with a small population and big country pride. A trip through our city will take you back to simpler times. Eastern Iowa's slice of Americana - The Friendly Community.
City Services
City Services - Water utilities, Trash pickup, Sewer, Parks/Recreation.
City bills can be paid at the office by appointment, placed in the drop box located in front of Clerk's office, by ACH (setup required) or mailed to P.O. Box 108, Andover, IA 52701.
To set up ACH for your monthly utility payments, please email the Clerks office if you're interested in signing up to have your utility bill auto drafted each month. *No cash accepted in person or in the drop box.
All City bills are due the 20th of each month.
Clerk's Corner
The city has been fortunate to secure two grants in 2025. Our first grant is from CCDA - Clinton County Development Association; we were awarded $25,000 to put towards our city park improvement, updated playground equipment and general park improvements.
Our second grant is from WTFAP - Wastewater and Drinking Water Financial Assistance Program from the State of Iowa. This is huge for our wastewater lagoon project. More details regarding updating the lagoon and when the project will get underway will be discussed at future council meetings.
